Republicans’ Budget Plan Threatens Medicaid for South Carolinians

<p>Dear Friends:</p><p><strong>This week, Republicans in Congress are returning to Washington to continue working on their new budget plan that puts Medicaid—called <em>Healthy Connections</em> here in South Carolina—at serious risk.</strong></p><p>This plan isn’t just numbers on a page. It would take health care away from <a href="https://www.cbpp.org/research/health/congressional-republicans-cant-cut-medicaid-by-hundreds-of-billions-without-hurting" rel="noopener external noreferrer" target="_blank" title="https://iqconnect.house.gov/iqextranet/iqClickTrk.aspx?&cid=SC06JC&crop=15693QQQ12284983QQQ2955338QQQ7586422&report_id=&redirect=https%3a%2f%2fwww.cbpp.org%2fresearch%2fhealth%2fcongressional-republicans-cant-cut-medicaid-by-hundreds-of-billions-without-hurting&redir_log=053821825317850"><strong>millions of people</strong></a> across the country—potentially including working families, children, new moms, older adults, and people with disabilities.</p><p>The Congressional Budget Office (CBO) confirms what many of us fear: for the Republicans’ budget plan to work, Congress would have to make <a href="https://democrats-budget.house.gov/resources/report/republican-rip-republican-budget-betrays-middle-class#:~:text=Energy%20%26%20Commerce,%24880B" rel="noopener external noreferrer" target="_blank" title="https://iqconnect.house.gov/iqextranet/iqClickTrk.aspx?&cid=SC06JC&crop=15693QQQ12284983QQQ2955338QQQ7586422&report_id=&redirect=https%3a%2f%2fdemocrats-budget.house.gov%2fresources%2freport%2frepublican-rip-republican-budget-betrays-middle-class%23%3a%7e%3atext%3dEnergy%2520%2526%2520Commerce%2c%2524880B&redir_log=674815676177964"><strong>deep cuts to Medicaid.</strong></a></p><p>Over the next 10 years, House Republicans’ budget would cut <a href="https://democrats-budget.house.gov/resources/report/republican-rip-republican-budget-betrays-middle-class#:~:text=Energy%20%26%20Commerce,%24880B" rel="noopener external noreferrer" target="_blank" title="https://iqconnect.house.gov/iqextranet/iqClickTrk.aspx?&cid=SC06JC&crop=15693QQQ12284983QQQ2955338QQQ7586422&report_id=&redirect=https%3a%2f%2fdemocrats-budget.house.gov%2fresources%2freport%2frepublican-rip-republican-budget-betrays-middle-class%23%3a%7e%3atext%3dEnergy%2520%2526%2520Commerce%2c%2524880B&redir_log=674815676177964">$880 billion from the part of the budget that includes Medicaid</a>. <a href="https://www.cbo.gov/system/files/2025-03/61235-Boyle-Pallone.pdf" rel="noopener external noreferrer" target="_blank" title="https://iqconnect.house.gov/iqextranet/iqClickTrk.aspx?&cid=SC06JC&crop=15693QQQ12284983QQQ2955338QQQ7586422&report_id=&redirect=https%3a%2f%2fwww.cbo.gov%2fsystem%2ffiles%2f2025-03%2f61235-Boyle-Pallone.pdf&redir_log=752931437984415">And according to the CBO</a>, the only way to do that is by cutting Medicaid significantly.</p><p><strong>Let me be crystal clear about what this means for South Carolinians:</strong></p><ul><li>About <a href="https://www.kff.org/medicaid/state-indicator/people-0-64-medicaid-rate-by-age/?currentTimeframe=0&selectedDistributions=children-0-18&sortModel=%7B%22colId%22:%22Location%22,%22sort%22:%22asc%22%7D" rel="noopener external noreferrer" target="_blank" title="https://iqconnect.house.gov/iqextranet/iqClickTrk.aspx?&cid=SC06JC&crop=15693QQQ12284983QQQ2955338QQQ7586422&report_id=&redirect=https%3a%2f%2fwww.kff.org%2fmedicaid%2fstate-indicator%2fpeople-0-64-medicaid-rate-by-age%2f%3fcurrentTimeframe%3d0%26selectedDistributions%3dchildren-0-18%26sortModel%3d%257B%2522colId%2522%3a%2522Location%2522%2c%2522sort%2522%3a%2522asc%2522%257D&redir_log=267762416051321">43% of all children</a> in our state get health care through Healthy Connections.</li><li><a target="_blank" title="https://iqconnect.house.gov/iqextranet/iqClickTrk.aspx?&cid=SC06JC&crop=15693QQQ12284983QQQ2955338QQQ7586422&report_id=&redirect=https%3a%2f%2fwww.kff.org%2fmedicaid%2fstate-indicator%2fbirths-financed-by-medicaid%2f%3fcurrentTimeframe%3d0%26sortModel%3d%257B%2522colId%2522%3a%2522Location%2522%2c%2522sort%2522%3a%2522asc%2522%257D&redir_log=358303140281022">46% of moms who give birth</a>—and their babies—are covered by it.</li><li><a title="https://iqconnect.house.gov/iqextranet/iqClickTrk.aspx?&cid=SC06JC&crop=15693QQQ12284983QQQ2955338QQQ7586422&report_id=&redirect=https%3a%2f%2fwww.kff.org%2fother%2fstate-indicator%2fdistribution-of-working-age-adults-with-a-disability-by-insurance-coverage%2f%3fcurrentTimeframe%3d0%26selectedDistributions%3dmedicaid--medicaid-and-medicare%26sortModel%3d%257B%2522colId%2522%3a%2522Location%2522%2c%2522sort%2522%3a%2522asc%2522%257D&redir_log=415461407211731">One in three</a> working-age adults with disabilities depends on it.</li></ul><p>In our district alone, <a href="https://www.kff.org/medicaid/congressional-district-interactive-map-medicaid-enrollment-by-eligibility-group/" rel="noopener external noreferrer" target="_blank" title="https://iqconnect.house.gov/iqextranet/iqClickTrk.aspx?&cid=SC06JC&crop=15693QQQ12284983QQQ2955338QQQ7586422&report_id=&redirect=https%3a%2f%2fwww.kff.org%2fmedicaid%2fissue-brief%2fcongressional-district-interactive-map-medicaid-enrollment-by-eligibility-group%2f&redir_log=520601738982855">nearly 25% of people</a> receive Medicaid, and <a href="https://www.kff.org/medicaid/congressional-district-interactive-map-medicaid-enrollment-by-eligibility-group/" rel="noopener external noreferrer" target="_blank" title="https://iqconnect.house.gov/iqextranet/iqClickTrk.aspx?&cid=SC06JC&crop=15693QQQ12284983QQQ2955338QQQ7586422&report_id=&redirect=https%3a%2f%2fwww.kff.org%2fmedicaid%2fissue-brief%2fcongressional-district-interactive-map-medicaid-enrollment-by-eligibility-group%2f&redir_log=520601738982855">nearly half of them are kids.</a> If these cuts happen, South Carolina may have to make some very hard choices, like <strong>taking away coverage from:</strong></p><ul><li>Children with disabilities</li><li>Moms who recently had a baby</li><li>Seniors and disabled adults who need help with long-term care</li><li>People with cancer who don’t have other insurance</li></ul><p><strong>This is not speculation; it’s the math, and behind the math are real people.</strong></p><p>At the same time, Republicans are working to keep Donald Trump’s tax cuts in place and make them permanent—a move that will <a href="https://taxpolicycenter.org/taxvox/those-making-450000-and-would-get-nearly-half-benefit-extending-tcja" rel="noopener external noreferrer" target="_blank" title="https://iqconnect.house.gov/iqextranet/iqClickTrk.aspx?&cid=SC06JC&crop=15693QQQ12284983QQQ2955338QQQ7586422&report_id=&redirect=https%3a%2f%2ftaxpolicycenter.org%2ftaxvox%2fthose-making-450000-and-would-get-nearly-half-benefit-extending-tcja&redir_log=379294047664711">mostly benefit</a> the wealthy at a cost of <a href="https://democrats-budget.house.gov/resources/fact-sheet/republicans-jam-middle-class-most-fiscally-irresponsible-bill-american-history#:~:text=%245.5%E2%80%AFtrillion%C2%A0that%20Republicans%20fraudulently%20claim%20are%20free%2C%20plus%20another%20%241.5%20trillion%20in%20additional%20revenue%20losses" rel="noopener external noreferrer" target="_blank" title="https://iqconnect.house.gov/iqextranet/iqClickTrk.aspx?&cid=SC06JC&crop=15693QQQ12284983QQQ2955338QQQ7586422&report_id=&redirect=https%3a%2f%2fdemocrats-budget.house.gov%2fresources%2ffact-sheet%2frepublicans-jam-middle-class-most-fiscally-irresponsible-bill-american-history%23%3a%7e%3atext%3d%25245.5%25E2%2580%25AFtrillion%25C2%25A0that%2520Republicans%2520fraudulently%2520claim%2520are%2520free%252C%2520plus%2520another%2520%25241.5%2520trillion%2520in%2520additional%2520revenue%2520losses&redir_log=236041277511990">$5.5 trillion</a>.</p><p>To be clear, that means <strong>less money for health care</strong> and <strong>more tax breaks for the rich.</strong></p><p>This is simply wrong. It goes against what working people in this country need and deserve.
