Senator César J. Blanco Reflects on a Successful
89th Texas Legislative Session
Austin, Texas – Today, the Texas Senate adjourned Sine Die, marking the end of the 89th Texas
legislative session. In his third session in the Texas Senate, Senator César J. Blanco achieved
significant legislative and funding victories for El Paso and West Texas.
Senator Blanco successfully passed 34 bills as the primary author or sponsor. Notably, Senator
Blanco championed and passed legislation focused on creating workforce and educational
opportunities for young adults, protecting small businesses from cyberattacks, expanding access to
healthcare, spurring economic development and job creation in West Texas, enhancing public
safety in the Ysleta Del Sur Pueblo, advancing manufacturing modernization, and promoting
renewable energy generation.
Senator Blanco was also instrumental as a co-author on SB 4/SB 23 and HB 2 in securing $10
billion for additional property tax relief and $8.5 billion in new funding for public education,
respectively. Senator Blanco also secured over $146 million in the State Budget for local projects
and programs, to create a healthier and brighter future for working families in El Paso and West
Texas.

our environment and natural resources.

forward to getting back home, meeting with constituents, and sharing our accomplishments from
this session.”
