November 19, 2025 Press Release Boyle Has Also Been Ranked as Pennsylvania’s Most Effective Democratic Member of Congress WASHINGTON, DC – The nonpartisan Center for Effective Lawmaking (CEL) has released its new Interest & Legislative Effectiveness Scores (ILES) for the 118th Congress, finding that Congressman Brendan F. Boyle (PA-02), Ranking Member of the House Budget Committee, is the most effective Democratic lawmaker in the U.S. House on macroeconomic policy. This latest recognition follows CEL’s earlier finding that Congressman Boyle is Pennsylvania’s “Most Effective” Democratic member of Congress, underscoring his leadership on budget, tax, and broader economic policy. “I came to Congress to deliver real results for working families,” said Congressman Boyle. “I’m honored by this recognition from the Center for Effective Lawmaking, and I’ll keep fighting to protect health care, lower costs, and build an economy that works for everyone, not just the wealthy and well-connected.” CEL’s issue-area scores evaluate how many bills each lawmaker introduces in a given policy area, how far those bills advance through the legislative process, and the substantive importance of those proposals.
