May 11, 2026 Press Release FRESNO, Calif. - Today, Congressman Costa released the following statement regarding Tom Richards, Chair of the California High-Speed Rail Authority Board of Directors: “Over the years, California High-Speed Rail Authority Board Chair Tom Richards has played a critical role in advancing one of the most transformational infrastructure projects in our state’s history,” said Congressman Jim Costa. “The governor kept faith during the challenging politics that surrounded this 21st century transportation project. Tom Richards provided the tenacious leadership to help create more than 16,000 jobs, strengthen local economies, and advance the next level of high-speed passenger rail service for California.
