<p><strong>Washington, D.C.</strong> — Today, U.S. Representative Anna Paulina Luna (FL-13)</p>

<p>announced the introduction of a resolution providing for the immediate consideration of</p>

<p>H.R. 1908, the <em>End Congressional Stock Trading Act</em>, a landmark reform bill that will ban</p>

<p>Members of Congress— and their spouses and dependent children— from trading or</p>

<p>owning individual stocks, bonds, commodities, or complex investment vehicles.</p>

<p>The legislation directly addresses the growing concerns of insider conflicts and restores</p>

<p>public trust in Congress by ensuring that lawmakers cannot profit from nonpublic</p>

<p>information or legislative influence.</p>

<p>“No one sent to Congress should be enriching themselves through Wall Street while</p>

<p>writing the very laws that regulate our markets,” said Rep. Luna. “This bill is about</p>

<p>accountability, transparency, and restoring faith in the institution of Congress.”</p>

<p>Public polling consistently shows overwhelming bipartisan support for banning stock</p>

<p>trading by Members of Congress. Numerous ethics scandals have fueled skepticism</p>

<p>about lawmakers’ financial dealings, especially during sensitive economic and national</p>

<p>security events. The <em>End Congressional Stock Trading Act</em> directly addresses these</p>

<p>concerns by eliminating even the appearance of conflicts of interest.</p>

<p><strong>Key Provisions of the End Congressional Stock Trading Act:</strong></p>

<p>• <strong>Full Divestment Requirement:</strong> Members of Congress, their spouses, and dependent</p>

<p>children must divest from all individual stocks, bonds, commodities, and other securities</p>

<p>within 180 days of enactment. More complex private investment vehicles must be</p>

<p>divested within two years.</p>

<p>• <strong>Strict Exceptions:</strong> Only diversified mutual funds, government retirement plans, U.S.</p>

<p>Treasury securities, and small business holdings without conflict-of-interest risks are</p>

<p>exempt.• <strong>Strong Enforcement:</strong> Violations will result in civil fines up to $100,000 or 10% of the</p>

<p>value of the asset in question, with strict prohibitions on using campaign or office funds</p>

<p>to pay penalties.</p>

<p>• <strong>Annual Certification:</strong> Members must certify compliance each year, with certifications</p>

<p>published online and subject to IRS audits.</p>

<p>• <strong>Tax Neutrality:</strong> Provides divestment protections to prevent Members from incurring</p>

<p>undue capital gains penalties when transitioning to compliant investments.</p>

<p>This resolution expedites consideration of the bill, ensuring that Members will debate</p>

<p>and vote on the measure without unnecessary delay. Debate will be managed by the</p>

<p>House Financial Services Committee, with equal time allotted to both majority and</p>

<p>minority leadership.</p>
