Donalds Cements President Trump's Strategic Bitcoin Reserve And Digital Asset Stockpile Executive Order Into Legislation

WASHINGTON – This morning, Congressman Byron Donalds (R-FL) announced the introduction of legislation to codify President Trump's March 6, 2025, Executive Order establishing a Strategic Bitcoin Reserve and U.S. Digital Asset Stockpile into law. The Reserve and Stockpile Act is the 7 th piece of legislation introduced by Congressman Donalds (R-FL) during the 119 th Congress and seeks to build-off momentum in the Sunshine State to make America the crypto capital of the world. Specifically, the Strategic Bitcoin Reserve will be capitalized with Bitcoin owned by the Department of Treasury that was forfeited as part of criminal or civil asset forfeiture proceedings. Bitcoin deposited into the Strategic Bitcoin Reserve is to be stored as a reserve asset and may not be sold. The Secretaries of Treasury and Commerce are also authorized to develop budget-neutral strategies for acquiring additional Bitcoin. In addition, the U.S. Digital Asset Stockpile will consist of digital assets other than Bitcoin that were forfeited in criminal or civil asset forfeiture proceedings and are consequently now owned by the Department of Treasury. The government will not acquire additional assets for the U.S. Digital Asset Stockpile beyond those obtained through forfeiture proceedings. Agencies must also conduct a full accounting of their digital asset holdings and submit a report to the Secretary of the Treasury and the President’s Working Group on Digital Asset Markets.
