Reps. Gabe Evans, Lou Correa Introduce Bipartisan Bill to Improve Transparency of SBA Spanish-Language Resources

Gabe Evans (R-CO-08), Lou Correa (D-CA-46), Monica De La Cruz (R-TX-15), Henry Cuellar (D-TX-28), Maria Elvira Salazar (R-FL-27), Jim Costa (D-CA-21) and David Valadao (R-CA-22), introduced the bipartisan SBA Spanish Resource Report Act, legislation to give Congress and the public a clearer picture of the Spanish-language resources currently available to entrepreneurs and small business owners through the U.S. Small Business Administration (SBA). This legislation ensures that Congress and Spanish-speaking entrepreneurs are aware of the resources and services that remain available to them through the SBA. “As the grandson of Mexican immigrants and the representative of a district with a prominent Hispanic community, I know the critical role Hispanic small businesses play in our economy. In the past, the Small Business Administration has provided some resources in multiple languages, but many of those translations have now been removed altogether. With over 74% of CA-22’s population identifying as Hispanic, there are countless native Spanish-speaking small business owners who rely on accessible information to start, grow, and sustain their businesses. I’m proud to support the bipartisan SBA Spanish Resource Report Act to ensure Congress has the information necessary to understand whether these entrepreneurs have meaningful access to the resources they need to succeed.” — Congressman David Valadao (R-CA-22) The SBA Spanish Resource Report Act requires the SBA Administrator to provide Congress with a one-time report within 180 days detailing existing Spanish-language resources and services offered through SBA programs. The report must also be made publicly available on the SBA’s website. Specifically, the report would examine Spanish-language websites, application materials, guidance documents, outreach materials, and customer service resources. It would also review resources available through SBA partners, including Small Business Development Centers, Women’s Business Centers, SCORE chapters, and Veteran Business Outreach Centers. Where data is available, SBA would also report on how these resources are being used, geographic trends, associated translation and administrative costs, operational considerations, and recommendations for efficiently administering existing Spanish-language services. Importantly, the bill does not require the SBA to create, expand, reduce, or eliminate any Spanish-language resource or service. Instead, it gives Congress greater transparency into what already exists so lawmakers can make informed decisions based on facts. Background In December 2025, SBA removed certain Spanish-language materials from its website, raising concerns about the availability of information for Spanish-speaking entrepreneurs. SBA has continued to provide some Spanish-language resources and services. Hispanic-owned businesses are an important part of America’s small-business economy. The bipartisan SBA Spanish Resource Report Act seeks to establish a clear, public accounting of the resources SBA currently provides and ensure Congress has the information necessary to conduct effective oversight. The legislation also requires the SBA Administrator to brief the House and Senate Small Business Committees within 30 days after submitting the report.
