Bacon Ranked 1st for Bills Signed Into Law Washington – Rep. Don Bacon (R-NE-02) was notified by GovTrack as having the highest number of bills signed into law out of any Member of the House of Representatives in the 118th Congress. Between January 3, 2023-January 3, 2025, nine of the bills introduced by Rep. Bacon were signed into law by the President. During the 117th Congress, Rep.
