Four Fedorchak-cosponsored bills pass House, including legislation to strengthen northern border security

September 17, 2026 Press Release Washington, D.C. — Four bipartisan pieces of legislation that Congresswoman Julie Fedorchak (R-ND) cosponsored passed the U.S. House of Representatives. The bills strengthen northern border security, improve intelligence sharing, protect seniors from financial scams, and preserve access to AM radio in new vehicles. “Strengthening public safety and giving law enforcement the tools they need are among my highest priorities in Congress,” Fedorchak said. “North Dakota shares a long border with Canada, and the Northern Border Security Enhancement and Review Act will help make certain our security strategy keeps pace with evolving threats and is backed by strong intelligence, planning, and oversight. Together, these bills will improve information sharing among law enforcement, help protect seniors from sophisticated scams, and preserve access to AM radio when reliable emergency information matters most.” The bills include: Northern Border Security Enhancement and Review Act (H.R. 5517) : Requires the Department of Homeland Security to regularly assess threats along the northern border and update its strategy every two years. The bill also strengthens oversight of Customs and Border Protection’s air and marine operations and improves security planning and intelligence. I&A Mission Reorientation Act of 2026 (H.R. 7443): Improves intelligence sharing between the Department of Homeland Security and state, local, Tribal, and territorial partners. The bill strengthens coordination with fusion centers and gives local officials better access to federal intelligence on terrorism, cyber threats, border security, and other risks. Guarding Unprotected Aging Retirees from Deception (GUARD) Act (H.R. 2978): Gives state, local, and Tribal law enforcement more tools to investigate financial fraud, elder financial fraud, and sophisticated investment scams. The bill also expands access to blockchain tracing tools and specialized resources for rural law enforcement agencies. AM Radio for Every Vehicle Act of 2025 (H.R. 979): Directs the Department of Transportation to make AM radio standard equipment in new passenger vehicles and available without an additional fee. AM radio is especially important in rural North Dakota, where its broad reach provides reliable access to weather alerts, emergency information, agriculture news, and local updates.
