More Than $2.5 Million for Recovery Support Services Secured by Senator Collins in Funding Bill

Washington, D.C. –U.S. Senator Susan Collins, Chair of the Senate Appropriations Committee, announced that she secured $2,647,000 in Congressionally Directed Spending for the Portland Recovery Community Center (PRCC) in the Fiscal Year (FY) 2026 Labor, Health, and Human Services, and Education Appropriations bill. The bill, which passed the Senate last week and was approved by the House of Representatives this afternoon, has been signed into law.
“It is critical that Maine communities have access to recovery programs,”said Senator Collins.“This funding will support the efforts of the Portland Recovery Community Center, which strives to improve and expand treatment methods and outcomes for those recovering from substance use disorder. As the Chair of the Appropriations Committee, I worked hard to secure this important funding.”
"We are grateful for the ongoing support of Senator Collins, and her commitment to recovery support services in Maine. We see the ripple effect Substance Use Disorder has on friends, family, and loved ones on a daily basis. This funding will provide a space where healing can begin for generations to come,"said Nicole Proctor, Executive Director, Portland Recovery Community Center.
As the only nationally accredited recovery community organization in Maine, PRCC provides community driven peer-support services for those seeking and in recovery from addiction, training for recovery coaches, and educational forums for medical students, law enforcement, and other community organizations. This funding will support the construction of the Friends and Family Center, a new facility that would expand PRCC’s recovery services.
In 2021, Congress reinstituted Congressionally Directed Spending. Following this decision, Senator Collins has secured nearly $1.5 billion for hundreds of Maine projects forFY 2022,FY 2023,FY 2024, and FY 2026. As the Chair of the Appropriations Committee, Senator Collins is committed to championing targeted investments that will benefit Maine communities.
