State Senator César J. Blanco Passes Bill to Support
Small and Mid-Sized Manufacturers
Austin, Texas – This week, the Texas Senate passed Senate Bill 2925 by Senator César J.
Blanco, which will help small and mid-sized manufacturers stay competitive in a rapidly
evolving digital industry. This bill helps ensure Texas remains a leader in innovation, production,
and economic competitiveness.
SB 2925 creates the Task Force on Modernizing Manufacturing, which will conduct a
comprehensive review of the current state of manufacturing in Texas. The 15-member task force
will identify barriers to adopting digital tools and automation, evaluate the economic impact of
modernization, and develop actionable policy recommendations to strengthen the sector.
“Small and mid-sized manufacturers are the backbone of our economy, but they’re often the last
to access new technologies because of high costs and outdated regulations,” said Senator Blanco.
“This bill helps them overcome those challenges—whether it’s adopting automation, training
workers, or modernizing operations. It’s especially important for communities like El Paso,
where we’re stepping up as a hub for advanced manufacturing and innovation.”
The task force will include representatives from small, medium, and large manufacturers,
automation and technology experts, organized labor, state workforce and education agencies, and
the Governor’s Office of Economic Development and Tourism. It will deliver its final
recommendations by October 1, 2026.
Senator Blanco also added, “Our region is ready to lead in the next chapter of Texas
manufacturing. SB 2925 ensures that small businesses, local workers, and our border economy
aren’t just keeping up, but setting the pace. This bill helps create good-paying jobs, strengthens
local industry, and puts El Paso on the map as a key player in modern manufacturing.”
SB2925 now heads to the House for consideration.
