Resources / Press Share on Congresswoman Nikema Williams Introduces Legislation to Study Impact of Federal Programs on Racial Inequity May 22, 2026 Press WASHINGTON – Today, Congresswoman Nikema Williams (GA-05) introduced the Reviewing the Effects of Policies, Orders, and Rules with Thorough Study (REPORTS) Act . This legislation is designed to study the impact of federal programs and policies on people living near or under the poverty line and racial inequity, including the racial wealth gap. The REPORTS Act is co-led by Representatives Shontel Brown (OH-11), Eleanor Holmes Norton (D-DC), Kweisi Mfume (MD-07), and Robin Kelly (IL-02). Congresswoman Nikema Williams (GA-05) said: “Clear and reliable data is essential to understanding which federal programs are actually helping working families and underserved communities in Georgia’s Fifth District and across the country. The REPORTS Act will give us the information we need to better shape policies that address racial inequities and help ensure everyone can share in the promise of America—no matter your ZIP Code, no matter your bank account.” “I’m proud to join Congresswoman Nikema Williams on the REPORTS Act. We need economic justice, racial justice, and a strong safety net. Federal policies need to make things better, not worse, especially with a White House that is implementing massive cuts. The REPORTS Act will help us get the information we need to shape policies that are fair and equitable,” said Congresswoman Shontel Brown. “For too long, the federal government has implemented major programs and policies without fully understanding their consequences on our most vulnerable communities,” Norton said. “I am proud to co-lead the REPORTS Act because data-driven governance is essential to dismantling systemic barriers. By explicitly requiring federal agencies to analyze how their policies impact families living in poverty and affect racial inequality, we can ensure taxpayer dollars are actively closing equity gaps rather than widening them. The REPORTS Act will ensure that federal agencies live up to that guarantee by analyzing how proposed agency rules and programs impact underrepresented groups that are far too often overlooked, including those with less money and people who are Black or brown.
