Wittman’s FACT Act Passes U.S. House

WASHINGTON — Today, Congressman Rob Wittman’s (VA-01) bipartisan Foreign Adversary Communications Transparency (FACT) Act passed the U.S. House of Representatives less than three months after the bill’s introduction. “The House’s passage of my bipartisan FACT Act marks real progress in countering foreign threats to our tech infrastructure,” said Congressman Wittman. “The Chinese Communist Party continues to use every tool at its disposal to surveil Americans and infiltrate our telecommunications and technology markets. This legislation is a critical step toward exposing the CCP’s malign influence and preventing foreign adversaries from having unfettered access to our telecommunications infrastructure. The FACT Act will require the Federal Communications Commission (FCC) to publish a list of companies that both hold FCC authorizations and have any ownership by foreign adversarial governments such as China, Russia, Iran, and North Korea. Congressman Wittman introduced this bill on Jan. 31, 2025. U.S. Representatives Elise Stefanik (R-NY-21), Kathy Castor (D-FL-14), Thomas Kean (R-NJ-07), and Ro Khanna (D-CA-17) are cosponsors of this legislation.
