Kean, Colleagues Introduce Bipartisan Bill to Cut Off U.S. Support for Russian Energy Sector

Image January 21, 2026 Press Release (January 21, 2026) WASHINGTON, D.C. – Today, Congressman Tom Kean, Jr. (NJ-07) announced the introduction of the No Aid for Russian Energy Act , legislation that undercuts the Russian war machine by prohibiting U.S. involvement in Russia’s energy sector. Introduced by a bipartisan group of nine House members, the bill would ban U.S. companies and individuals—and their foreign subsidiaries—from providing petroleum equipment, software, or services to Russia. “Energy revenue directly finances Russia’s war machine,” said Congressman Kean. “As Putin continues to wage his brutal war against Ukraine, the United States must not enable this aggression, either directly or indirectly. This legislation takes a critical step forward by ensuring that no American individual or company contributes to Russia’s capacity to sustain this illegal war.” The bill was introduced by Lloyd Doggett (D-TX), along with Don Bacon (R-NE), Gus Bilirakis (R-FL), Steve Cohen (D-TN), Brian Fitzpatrick (R-PA), Dan Goldman (D-NY), Tom Kean, Jr. (R-NJ), Eleanor Holmes Norton (D-DC), and Mike Quigley (D-IL). Congressman Kean serves on the House Foreign Affairs Committee. Since joining Congress in 2023, he has been a steadfast advocate for the Ukrainian people in their fight for freedom.
