Horsford Secures Bipartisan Digital Asset Tax Agreement to Support Innovation and Strengthen Tax Fairness

September 16, 2026 Press Release Ways and Means Committee advances clearer rules for taxpayers and safeguards against abuse WASHINGTON, D.C. – Congressman Steven Horsford (NV-04) today helped secure House Ways and Means Committee passage of a bipartisan digital asset tax package following months of negotiations to modernize the tax code, support innovation, and strengthen tax fairness. “People deserve a tax code that is fair, understandable, and keeps pace with how they live and work,” said Rep. Horsford. “Americans who use digital assets need clearer rules and greater certainty. This agreement makes progress while strengthening safeguards to prevent abuse.” The legislation applies established tax principles to digital assets, clarifies ordinary-income treatment for mining and staking rewards, and establishes clearer rules for digital asset transactions. Horsford helped shape the agreement through sustained negotiations with colleagues across the aisle. “America should lead in innovation, and the opportunities it creates should reach working people and entrepreneurs,” said Rep. Horsford. “I stayed engaged to make this legislation stronger and support responsible growth, protect tax fairness, and give taxpayers rules they can understand and follow. We found common ground and moved a bipartisan agreement forward.” Horsford emphasized that the package represents an important step, with additional questions for Congress to address as digital assets and their uses continue to evolve. The bipartisan legislation passed overwhelmingly with 38 Members in favor, 5 opposed.  The legislation now awaits consideration by the full House.
