House Passes Congressman Keith Self’s Bill to Ban Felony Fraud Convicts from Federal Contracts and Grants

June 8, 2026 Press Release Today, the U.S. House of Representatives passed H.R. 6916 , the Federal Program Integrity and Fraud Prevention Act , legislation introduced by Congressman Keith Self (TX-03) and Congresswoman Emily Randall (WA-06) to stop individuals convicted of federal fraud and theft crimes tied to federal programs from continuing to access taxpayer-funded contracts, grants, loans, and other federal assistance. “Every dollar lost to fraud is a dollar stolen directly from the American taxpayer. That’s why Congresswoman Emily Randall and I introduced the Federal Program Integrity and Fraud Prevention Act—commonsense legislation that ensures those convicted of stealing from taxpayers cannot turn around and profit again from federal contracts, grants, loans, or other assistance,” said Congressman Keith Self. “I’m proud to see the House pass our bill protecting hardworking American taxpayers!” “In every community we represent, people work hard, pay their taxes, and expect government programs to be run with honesty and accountability. Taxpayers expect those dollars to support families, strengthen communities, and to deliver the services Congress intended—not to go back to people who have already been convicted of abusing public funds,” said Congresswoman Randall. “I’m grateful to the Inspectors General who raised this issue and helped us develop this legislation, and I thank Representative Self for his partnership.” The bill amends Title 41 of the U.S. Code (USC) to require that any individual convicted of a covered felony arising out of an agency contract, grant, cooperative agreement, loan, or other federal financial assistance be listed as an excluded source in the System for Award Management exclusions, triggering a three-year prohibition. It also requires the Attorney General to notify the U.S. General Services Administration of each qualifying conviction so that the exclusion can be entered promptly. Covered felonies include a defined set of federal offenses spanning conspiracy, false claims, theft, bribery, false statements, identity and access device crimes, computer fraud, major fraud, wire fraud, mail fraud, bank fraud, and money laundering. H.R. 6916 now heads to the Senate for consideration. ###
