Moulton Files Amendments To Homeland Security Appropriations Bill

February 2, 2026 Press Release WASHINGTON, D.C. — Congressman Seth Moulton (MA-06) filed the following amendments to the Homeland Security Appropriations bill, aimed at holding federal immigration enforcement officers accountable and protecting the constitutional rights of all individuals. “ Congress cannot keep pouring taxpayer dollars into an agency that repeatedly violates the law and actively harms its own citizens. When they fail to meet that standard, there must be real consequences, ” said Congressman Moulton .“ That’s why I offered these amendments to enforce transparency, limit abusive detention practices, and ensure ordinary Americans can seek justice when their rights are violated. ” Moulton submitted the following amendments: Allow individuals to sue federal immigration enforcement officers who violate individuals’ Constitutional rights. Prohibit using funds to detain any individual overnight at an Immigration and Customs (ICE) field office that is not expressly designated and equipped as a long-term detention facility This measure would prohibit overnight stays at U.S. Immigration and Customs Enforcement field offices like the one in Burlington, Massachusetts, where detainees have detailed having to sleep on cement floors in cramped quarters with no showers and little food. These conditions have been reported at processing facilities across the country, including at the Baltimore Field Office, Broadview in Illinois, and in Minneapolis , where U.S. Citizens and lawfully present immigrants have reported inhumane conditions and overnight stays while shackled in bathrooms. Reduce the salary of White House Deputy Chief of Staff Stephen Miller to $1 because the architect of the abusive and violent immigration enforcement tactics we have seen in our country should not be rewarded with taxpayer dollars in return. ### Issues : Reforming our Immigration System
