Sen. Markey, Rep. Titus Announce Legislation to Advance LGBTQ+ Rights Globally

Bill Text (PDF)
Washington (June 30, 2025) - Senator Edward J. Markey (D-Mass.) today joined Representative Dina Titus (NV-01) to announce the introduction of theGreater Leadership Overseas for the Benefit of Equality (GLOBE) Act, legislation that would reaffirm U.S. leadership in advancing the rights and freedoms of LGBTQ+ individuals around the world.
“This Pride Month, we must continue to advocate for freedom and equality – regardless of gender identity and sexual orientation – for every person, in the U.S. and around the world,”said Senator Markey.“With bigotry against LGBTQ+ people on the rise, we must push back on discriminatory practices and strive to protect and improve the rights of LGBTQ+ individuals everywhere.”
“No person should suffer from discrimination because of who they are or whom they love,”said Representative Titus. “Under the Trump Administration, the U.S. is failing to protect the rights of LGBTQI people at home and abroad. This bill will help restore our role in promoting LGBTQI rights around the world and punishing regimes that persecute people based on their sexual orientation or gender identity. Through his executive orders and DEI initiative, President Trump has attacked fundamental human rights and the dignity of the LGBTQI community. TheGLOBE Actcounters this by outlining a vision for U.S. leadership in the protection of LGBTQI rights globally.”
The legislation is cosponsored by Senators Tim Kaine (D-Va.), Brian Schatz (D-Hawaii.), Chris Coons (D-Del.), Alex Padilla (D-Calif.), Adam Schiff (D-Calif.), Patty Murray (D-Wash.), Sheldon Whitehouse (D-R.I.), Chris Murphy (D-Conn.), Tammy Baldwin (D-Wis.), Catherine Cortez Masto (D-Nev.), Mazie Hirono (D-Hawaii.), Jeff Merkley (D-Ore.), Bernie Sanders (I-V.T.), Peter Welch (D-V.T.), Cory Booker (D-N.J.), Ron Wyden (D-Ore.), Jacky Rosen (D-Nev.), Jeanne Shaheen (D-N.H.), and Chris Van Hollen (D-Md.).
