Downing Announces Winner of Congressional Art Competition

May 16, 2025 Press Release WASHINGTON, D.C.— Today, Congressman Troy Downing (MT-02) announced Skyview High School senior Rylie Smith-Saldana as the winn er of the Congressional Art Competition for Montana’s Second Congressional District. Her work, “The Best View” will be displayed in the halls of Congress for a full calendar year starting this summer. “I am incredibly proud of Rylie for her dedication to her craft,” said Congressman Troy Downing. “My office received over 30 submissions for this year’s competition and Rylie’s art clearly stood out. Montana is blessed to have such talented young artists in our state, and I look forward to sharing Rylie’s work with visitors in Washington, D.C.” Image Congressman Downing recognized 4 submissions as runner-ups that will be displayed in his Billings and Helena offices for the next year.
