Glendale, CA – Today, U.S. Senator Adam Schiff (D-Calif.) joined congressional colleagues and entertainment unions at Glendale’s historic Alex Theatre to rally for the passage of the bipartisan, bicameral, Motion Picture, Television, and Entertainment Revitalization Act , legislation to create a federal film tax incentive. “I am here to tell you that we have never been this close to getting a federal tax credit passed – never been this close. I’ve been working on this in Congress for almost 25 years…We have never had such broad bipartisan support, and look, this support is just across the board. We have the support of the President, we have the support of the White House, we have the support of Spencer Pratt and Jon Voight. We have the support of labor unions across the spectrum, and in the U.S. Senate, I’m proud to tell you that as of this moment, there are 12 U.S. senators who are co-sponsors of this legislation,” said Senator Schiff during his remarks. “A study published just this week found that the share of production spending by U.S. studios on movies that are made primarily or partially in the U.S. declined from 74 percent to 24 percent over the last quarter century. That is a staggering loss in the industry, but this tax credit, which is a base credit of 20 percent, with additional 5 percent credits going up to 30 percent of a tax credit, is layered upon whatever the state of California or other states do. That is powerful enough for the first time to really bring not just TV production back, but film production back, and all of the multiplier impacts that has on the economy. So we know our mission. We’ve got to get this done,” Senator Schiff continued. Background: For years, Schiff has highlighted the need to increase film production in America and has continued to build bipartisan support in Congress for his federal film incentive proposal. On September 24, 2026, Senator Schiff introduced the Motion Picture, Television, and Entertainment Revitalization Act alongside Senator Tim Scott (R-S.C.) to create a federal film tax incentive to keep film and television production in the United States. During his time in the California State Senate, Schiff helped lead efforts to increase film production in California and protect local jobs. As a member of the U.S. House of Representatives, Schiff spearheaded efforts in Congress to extend California’s film tax credit, including in 2014 when he led 28 members of the California Democratic delegation in urging the leaders of the California State Senate and Assembly to reauthorize and enhance the tax credit. In 2024, Schiff sent a letter to the Bureau of Economic Analysis and the Bureau of Labor Statistics requesting detailed data on the impact of foreign production incentives on the domestic industry. In March 2026, Senator Adam Schiff hosted a spotlight hearing in Burbank, California to highlight the importance of bolstering American film production and tackling the challenges including generous tax incentives provided by other countries.
