Congressman Joe Morelle Introduces Legislation to Support Students Facing Financial Emergencies

Image September 24, 2026 Press Release (Washington, D.C.)—Today, Congressman Joe Morelle announced the introduction of legislation to help ensure unexpected financial emergencies do not prevent students from continuing their education and completing their degrees. Senator Tina Smith (D-MN) also introduced companion legislation in the Senate. The Emergency Grant Aid for College Students Act establishes an emergency grant program for institutions of higher education to efficiently provide small grants to support students with unexpected expenses that may otherwise jeopardize their ability to complete their education. “Every student deserves the opportunity to pursue higher education and achieve their goals,” said Congressman Joe Morelle . “For too many students, an unexpected car repair, medical bill, housing expense, or other emergency can be the difference between staying in school and being forced to leave their education. The Emergency Grant Aid for College Students Act would give colleges and universities the tools they need to respond quickly when students face these challenges and help ensure a temporary financial setback does not derail years of hard work.” The Emergency Grant Aid for College Students Act would establish a new grant program through the U.S. Department of Education. The program would prioritize institutions serving students with significant financial need, including community colleges, rural and under-resourced institutions, and institutions where at least one-third of enrolled students are eligible for Federal Pell Grants. Participating institutions would determine student eligibility and award assistance based on individual circumstances, with grants available up to the maximum Federal Pell Grant for the academic year. The legislation also ensures this emergency assistance would not reduce a student’s eligibility for other federal financial aid or public benefits and would not be counted as taxable income.
