Moulton and Fulcher Introduce Bill to Inform Consumers of Spy Appliances

February 6, 2025 Press Release WASHINGTON, D.C. — U.S. Congressman Russ Fulcher (R-Idaho) and Congressman Seth Moulton (D-Massachusetts) have introduced the Informing Consumers About Smart Devices Act. The bipartisan bill, H.R. 859, would require manufacturers of internet-connected smart appliances such as dishwashers, refrigerators, and dryers to disclose to consumers when their product is equipped with a camera or microphone that is not otherwise self-evident. Congressman Moulton said: "We should be allowed to make informed decisions about the electronic eavesdroppers we invite into our homes. Let’s pass this bipartisan bill so consumers know when big tech is listening in." Congressman Fulcher said: “In an age of increasing connectivity, Americans deserve to know if an appliance in their home is recording them unknowingly. This common-sense legislation will deliver that much-needed transparency by requiring manufacturers to clearly communicate to customers whether their product transmits photographed, filmed, or recorded data.” The legislation would not apply to mobile phones, laptops, or other devices that a consumer would reasonably expect to include a camera or microphone. The Senate companion of this bill was introduced by Senate Commerce Committee Chairman Ted Cruz, R-Texas, Ranking Member Maria Cantwell, D-Wash., and Sen. John Curtis, R-Utah.
