House of Representatives Passes Liccardo’s Legislation

May 20, 2026 Press Release Bipartisan housing package includes four of Liccardo’s bills WASHINGTON, D.C. — Today, the House passed an amended bipartisan housing package, the 21st Century ROAD to Housing Act, which includes four bills authored by Congressman Sam Liccardo (CA-16)–the most by any Democratic freshman member. The package includes Liccardo’s BUILD Housing Act, the Unlocking Housing Supply Through Streamlined and Modernized Reviews Act, the RESIDE Act, and the Property Improvement and Manufactured Housing Loan Modernization Act. Liccardo took to the House Floor to urge his colleagues to vote for the bill’s passage, telling the Speaker, “The rent is too damn high.” “This legislation, which includes four bills that I either lead or co-lead with my colleagues, will take important steps to cut red tape, lower costs, and boost supply of multifamily housing, construction, both market rate and affordable,” said Liccardo . “Let's embrace this too rare moment of bipartisanship and approve this package to expand supply.” The package heads back to the Senate, where, if passed, it will head to President Trump’s desk. Full Remarks Transcribed: Thank you, Ranking Member, and thank you to her and to the Chair for their leadership on this effort. Mr. Speaker, I rise today in support of this amendment to the 21st Century Road to Housing Act. Today, a rapidly growing number of our families, nearly 13 million, appear severely rent burdened, meaning they spend more than half of their income on housing and utilities. Our housing crisis requires many actions from this Congress, but we should start precisely where we all agree, Republicans and Democrats, on improving affordability through accelerating expansion of housing supply. This legislation, which includes four bills that I either lead or co-lead with my colleagues, will take important steps to cut red tape, lower costs, and boost supply of multifamily housing, construction, both market rate and affordable. Let's embrace this too rare moment of bipartisanship and approve this package to expand supply. And then let's continue this momentum, rolling up our sleeves to address the affordability crisis that too many of our families are pressed by. Mr. Speaker, the rent is too damned high.
