Home Newsroom Press Releases April 17, 2026 Warren, 30+ Senators Urge Full Funding for Federal Student Aid Amid Trump Admin Efforts to Illegally Dismantle Education Department FSA is largest provider of student financial aid in the nation, serving over 42 million students and student loan borrowers FSA’s funding has been stagnant for the past four years “Congress has a responsibility to pass laws and appropriate funding to support agencies that help the American people.” Text of Letter (PDF) Washington, D.C. – U.S. Senator Elizabeth Warren (D-Mass.) led 31 senators in a letter to Senator Shelley Moore Capito (R-W.Va.), Chair of the Appropriations Subcommittee on Labor, Health and Human Services, Education, and Related Agencies, and Senator Tammy Baldwin (D-Wis.), Ranking Member of the Subcommittee, urging them to provide “the highest possible amount of funding” to the Office of Federal Student Aid (FSA) in fiscal year (FY) 2027. FSA is the largest provider of student financial aid in the nation, serving over 42 million people, processing over 17 million Free Application for Federal Student Aid (FAFSA) applications yearly, disbursing over 6 million Pell Grants annually, and overseeing a $1.7 trillion student loan program. “It is vital that FSA have the necessary staff and funding to ensure that students and families experience a smooth and stress-free process while applying for financial aid,” said the senators . As the Trump Administration continues its illegal attacks on the Education Department (ED)—enacting drastic cuts to its workforce and working to unlawfully outsource ED’s responsibilities to other agencies—increasing funding for FSA is particularly crucial this year. FSA’s funding has been stagnant for the past four fiscal years, undermining FSA’s ability to implement critical student aid programs. “Despite these efforts to circumvent and undermine Congress’ control of the purse, Congress has a responsibility to pass laws and appropriate funding to support agencies that help the American people,” wrote the senators . FSA is also responsible for helping borrowers navigate the student loan default and delinquency crisis that has been severely worsened by the Trump administration’s mismanagement. Currently, one out of every five student loan borrowers is in default and one in four borrowers with a payment due is being reported as delinquent. “It is critical that FSA has sufficient resources to support student loan borrowers,” the senators wrote. “FSA’s responsibilities have increased to protect students and borrowers, but its federal funding has remained stagnant. The lack of adequate resources creates more barriers for students to start and continue their education,” conclu
