Rep. Crane Introduces Bill Honoring Slain Marine Veteran and Warning Travelers of Cartel Violence

Today, Rep. Eli Crane (R-AZ) introduced the Nicholas Douglas Quets Border Travel Safety Act to inform travelers of dangerous areas or routes near the southern border of the United States. If enacted, the legislation would require the installation of signage warning travelers of areas identified in State Department Travel Advisories as dangerous due to criminal activity, violence, kidnapping, and other threats. In the House, Rep. Juan Ciscomani (R-AZ) is co-leading the bill and Rep. Greg Stanton (D-AZ) has signed on as an original cosponsor. Sen. Mark Kelly (D-AZ) previously introduced a companion bill in the Senate. On October 18, 2024, Nicholas Quets, an Arizona Marine Corps veteran, was traveling with friends in the Mexican state of Sonora. After encountering an unauthorized cartel-controlled highway checkpoint, he was pursued, attacked, and fatally shot by armed criminals associated with the Sinaloa Cartel. This occurred on the Altar-Caborca highway (Federal Highway 2), a route frequently listed under a “ Reconsider Travel ” advisory. Although State Department Travel Advisories identify certain dangerous regions near the U.S.-Mexico border, travelers entering or departing the United States through land ports of entry may not know these designations exist. Rep. Crane believes clear, visible signage would close that gap and help keep travelers safe. The bill would direct the Department of Homeland Security (DHS), through U.S. Customs and Border Protection and in coordination with the State Department, to post warnings at land ports of entry along the U.S.-Mexico border and on the routes approaching them. The signage would flag nearby dangerous areas identified in State Department Travel Advisories and provide a reference to additional safety information, such as a QR code linking to the latest advisories. It would also be displayed in both English and Spanish and in a format that can be quickly updated as conditions change. Furthermore, each sign would note that it was installed pursuant to the Nicholas Douglas Quets Border Travel Safety Act , ensuring Nicholas’ name appears alongside the warnings. The legislation would direct the Secretary of Homeland Security, in consultation with the Secretary of State, to annually review the signage for accuracy, visibility, and necessary updates. The Secretary of State would be required to notify DHS whenever critical changes require the signage to be updated. Within one year of enactment, DHS would report to Congress on implementation, including where the signage has been installed. The bill would also require the Government Accountability Office to assess the effectiveness of the warnings and identify potential improvements to how the information reaches travelers. The program would be carried out using existing funds, with no new appropriations authorized. Rep. Crane is also co-leading two measures introduced by Rep. Ciscomani. The first, the Nicholas Douglas Quets United States-Mexico Rapid Response for Victims of Crime Act , would authorize the Secretary of State, in coordination with the Attorney General, to negotiate a bilateral protocol with Mexico for faster coordination on serious crimes against U.S. citizens in Mexico. The second is a resolution honoring Nicholas Quets’ life and service and condemning the cartel violence behind his murder. “Nicholas Quets, a U.S. Marine Corps veteran and hardworking member of his community, represented the very best of America. While driving to Puerto Peñasco, Nicholas was chased down and murdered by Sinaloa Cartel gunmen after fleeing an illegal checkpoint. The cowardly killing of this tremendous young man is yet another tragic instance of Americans being targeted by sinister cartels that operate with near-total impunity across Mexico. After listening to his father, retired U.S. Army Lieutenant Colonel Doug Quets, I was honored to work with him and Representative Juan Ciscomani on two bills and a resolution in Nicholas’ name. Our measures will warn travelers of dangerous areas before they cross the border, push for faster coordination with Mexican authorities when U.S. citizens are victims of serious crimes, formally honor his service, and condemn the criminals responsible for his death. No family should ever endure what the Quets family has, and I’m hopeful this approach will save innocent lives, hold these murderous organizations accountable, and ensure this fallen patriot is never forgotten,” said Rep. Eli was among the first to reach out to our family after the Sinaloa Cartel’s cowardly, targeted attack on October 18, 2024, took Nick’s life. By introducing this bill, Eli is fulfilling the sacred warrior ethos of never leaving a fallen comrade behind.
