Congresswoman Tenney Introduces No Goodwill for Harming Women Act

June 25, 2026 Press Release Washington, DC — Congresswoman Claudia Tenney (NY-24) , today introduced the No Goodwill for Harming Women Act, legislation that would prohibit professional women's sports franchises that allow biological males to compete in women's sports from receiving a federal tax benefit tied to franchise acquisitions. Under current law, purchasers of sports franchises may claim tax advantages related to intangible assets such as brand value and broadcast rights, commonly referred to as “goodwill”. The No Goodwill for Harming Women Act would condition goodwill tax advantages for professional women's sports franchises on prohibiting biological men to participate as athletes. Under this legislation, professional women’s sports franchises that allow biological men to compete could not receive goodwill tax benefits as federal tax policy should never undermine fair competition for women. “Women fought for decades to secure fair competition and equal opportunity in sports,” said Congresswoman Tenney. “If a professional women's sports franchise chooses to allow biological males to compete against female athletes, it should not be rewarded with a federal tax benefit. Taxpayers should not be subsidizing the erosion of women's sports. The No Goodwill for Harming Women Act protects the integrity of women's athletics and reinforces a simple principle: women's sports are for women.” ###
