Schumer Says New EUV Center Will Bring Companies From Across The World To Albany, While Boosting Existing NY Companies From Micron To IBM – And Helping Upstate NY’s Emerging Semiconductor Superhighway Attract New Investments And Create New Good-Paying Jobs EUV Technology Is Essential To The Semiconductor Industry And Albany Research Will Allow Breakthroughs In Chips Critical To National Security And American Competitiveness Schumer: World’s Most Advanced Microchips Will Be Innovated Right Here In Upstate NY Following years of relentless advocacy for the Capital Region, U.S. Senator Chuck Schumer today applauded the arrival of the first major components of the world's most advanced High Numerical Aperture Extreme Ultraviolet (High NA EUV) lithography system at Albany NanoTech that will drive new, cutting-edge research and development (R&D) at New York Creates’ High NA EUV Lithography Center. The new center will make the Capital Region home to the only public facility with access to the advanced High NA EUV machine in North America. Schumer said this is a major milestone in establishing Upstate New York as the heart of America’s semiconductor research and manufacturing. “The arrival of the new High NA EUV technology components at Albany NanoTech marks a new era for New York’s role in driving American semiconductor leadership. With the exciting arrival of this new equipment, soon, the Capital Region will be home to the only most advanced, publicly owned chip R&D facility on the continent, allowing top researchers to work together to develop state-of-the-art semiconductors. I thank Governor Hochul for her vision and partnership in making this major milestone happen at Albany NanoTech. This new capability in Albany combines with new investments in chip manufacturing and R&D across the state from Micron to GlobalFoundries to IBM made possible by my CHIPS & Science Law. With these investments, the world’s most advanced microchips will soon be stamped ‘Made in Upstate NY,’” said Senator Schumer. “I’ve long fought to show the world that, with the right focus and investment, the next generation of microchips could be developed and made here in America, here in the Capital Region, not in China, not overseas. Today, we take a major step towards the next chapter for chip research and manufacturing, with Albany leading the way.” When all the equipment has arrived and been set up, Albany NanoTech will be one of two public facilities in the world that have a High NA Extreme Ultraviolet Lithography tool , and the only publicly-owned High NA EUV Center in North America. EUV technology is essential to the semiconductor industry and is some of the most advanced machinery in the world, in which light is used to print patterns and make chips on wafers. EUV lithography is what has allowed the breakthroughs to make this technology nanoscopic and allows for the chips that power everything from smartphones, computers, and vehicles to artificial intelligence. Schumer explained that the new state-of-the-art EUV center at Albany NanoTech will help the United States maintain global leadership in advanced semiconductor research and development, including for AI and quantum technology. The new $10 billion High NA EUV Lithography Center at Albany NanoTech, made possible with a $1 billion investment from Governor Hochul and New York State, hit a critical milestone earlier this spring with the beginning of the installation of Tokyo Electron’s leading-edge 300mm wafer coater/developer system . The accelerator will allow researchers to work together to develop more advanced semiconductor technology for commercial use. Schumer has worked for years to highlight Albany NanoTech and the Capital Region’s ability to lead the country’s semiconductor and broader technology research and development efforts. Recently, the Commerce Department issued a letter of intent to award up to $1 billion in federal CHIPS R&D funding, combined with an additional $1 billion in investment from IBM, to form a new entity to operate a secure 300mm quantum wafer fab at Albany NanoTech. Schumer said this funding, made possible by his CHIPS & Science Law , will help expand America’s domestic manufacturing capacity for the quantum industry. Albany NanoTech’s world-renowned capabilities were also central to Schumer and Governor Hochul’s successful effort to secure Micron’s massive $100+ billion megafab project in Upstate NY, with Micron saying Albany NanoTech was a critical factor in their selection of Central NY for their major investment to bring advanced memory chip manufacturing to the U.S. Thanks to Schumer’s CHIPS & Science Law, Upstate New York has seen a major revival in tech manufacturing. In addition to more than $1 billion in CHIPS funding for GlobalFoundries to construct a second, state-of-the-art fab and create a first-of-its-kind advanced chip packaging facility, Micron has broken ground and poured concrete for the start of construction of the first fab as part of a historic $100+ billion investment to build a cutting-edge memory fab in Central New York with the support of an over $6 billion CHIPS award and billions more in federal Investment Tax Credit assistance. In addition to more than $1.5 billion in CHIPS funding for GlobalFoundries to construct a second, state-of-the-art fab and create a first-of-its-kind advanced chip packaging facility , GlobalFoundries was also recently awarded $375 million in CHIPS R&D funding to launch Quantum Technology Solutions , a new quantum business within GlobalFoundries that will position America at the forefront of technology innovation. IBM has finalized an agreement with the Commerce Department for $1 billion in federal CHIPS R&D funding , combined with an additional $1 billion in investment from IBM, to form a new entity to operate a secure 300mm quantum wafer fab at Albany NanoTech. Corning Incorporated has finalized a $32 million agreement to make a $315 million investment that would increase production at its Canton facility of specialized glass vital for the semiconductor industry. Edwards Vacuum is nearing completion of a new first-of-its-kind-in-the-country $300+ million dry pump manufacturing facility, supported by an $18 million CHIPS funding award. TTM Technologies, a printed circuit board manufacturer, just cut the ribbon on a new facility in Onondaga County, creating 400 good-paying jobs, made possible by $30 million in federal investment that Schumer delivered. Menlo Micro will invest $150 million to build its microchip switch manufacturing facility in Tompkins County, creating over 100 new, good-paying jobs. Schumer also secured a federal Tech Hub designation created in his CHIPS & Science Law for the Syracuse-Rochester-Buffalo Region to be a Semiconductor Superhighway, delivering $40 million in federal investment for workforce training, commercialization, and supply chain initiatives to support the chip industry’s buildout across Upstate NY. ###
