Hoyer Statement on Trump's Shift Regarding Ukraine

September 24, 2025 Press Release WASHINGTON, DC – Today, Congressman Steny H. Hoyer (MD-05) released the following statement in response to President Donald Trump's recent comments in support of a Ukrainian victory against Russia: "Donald Trump was right when he said yesterday that a properly armed and resourced Ukraine can win this war and reclaim its occupied territory. That is what I have argued – and Ukraine has demonstrated – ever since Vladimir Putin launched his criminal invasion more than three years ago. Supporting that mission has been a bipartisan effort and ought to remain so. "President Trump says Russia is a 'paper tiger.' Surely then, we should ensure that Putin and Russia do not gain from their criminal conduct. Ranking Member Gregory Meeks and I introduced H.R. 2913, the Ukraine Support Act, to advance that objective. Our bipartisan discharge petition already has 213 votes. I urge my colleagues to act decisively and to sign on to our petition to give that legislation a vote on the Floor.
