Senator César J. Blanco Passes Senate Resolution Honoring
Former El Paso Hispanic Chamber of Commerce CEO,
Cindy Ramos-Davidson
Austin, Texas – Today, Senator César J. Blanco honored Cindy Ramos-Davidson, longtime
CEO of the El Paso Hispanic Chamber of Commerce, with an official resolution on the Texas
Senate floor recognizing her decades of service, advocacy, and leadership in support of small and
minority-owned businesses across Texas.
The tribute, delivered in the Senate Chamber of the Texas Capitol, celebrated Ramos-Davidson’s
life and legacy as a barrier-breaking business leader and community advocate. A video clip of

“For 27 years, Cindy Ramos-Davidson poured her heart into the El Paso Hispanic Chamber of
Commerce,” said Senator Blanco. “She fought for local Hispanic entrepreneurs, helped
neighborhood businesses get off the ground, and created opportunities for working families
across our community. Her impact goes far beyond the dollars and job numbers. Her legacy lives
on in the small business owners she believed in, the families she supported, and the Borderplex
region she’s always called home.”
Under her leadership, the El Paso Hispanic Chamber supported over 20,000 business startups
and helped generate or maintain more than 30,000 jobs in the Borderplex region. Cindy’s impact
also reached national and federal levels, with service on the Federal Reserve Bank of Dallas El
Paso Branch and recognition from business leaders, governors, and presidents across the country.
Senator Blanco also added, “Cindy’s voice and love for her community have shaped lives far
beyond El Paso. She is a bold spirit, a mentor, a mother, and a fierce champion who continues to
inspire us all.”
