Warner, Kaine Applaud $1 Million Federal Grant For New Housing As Part of St. Paul's Redevelopment Project
WASHINGTON, D.C. – U.S. Senators Mark R. Warner and Tim Kaine (both D-VA) announced $1,000,000 in federal funding for three new mixed-income and mixed-use communities in St. Paul’s Redevelopment Project in Norfolk. Specifically, this funding is awarded to the Norfolk Redevelopment & Housing Authority to redevelop two low-income housing communities in the Young Terrace and Calvert Square neighborhoods, as well as a parcel of land on East Freemason Street. Once finished, each of these transit-accessible sites will feature a combination of single-family homes, town homes, and small- and large-scale multifamily units for all income levels, along with commercial spaces, parks, and recreational areas. “Our country is facing a housing crisis, and in the Senate, we’re fighting to expand access to affordable housing across the Commonwealth. Virginians shouldn’t have to choose between accessing public transportation and affording their mortgage or rent,” said the senators. “Thanks to the Bipartisan Infrastructure Law , we’re bringing home another critical win to help redevelop affordable homes in transit-accessible communities.” This funding is awarded through the Department of Transportation’s (DOT) Innovative Finance and Asset Concession (IFAC) Grant Program , which assists public entities in exploring innovative financing and delivery opportunities, including facilitation and evaluations of public-private partnerships for Transportation Infrastructure Finance and Innovation Act (TIFIA)-eligible projects. Made possible by the Bipartisan Infrastructure Law that the senators helped negotiate and pass, the IFAC program authorizes $100 million over five years for state, local and tribal governments, and public agencies to build, upgrade, or maintain transportation projects. Sens. Warner and Kaine have been longtime advocates for expanding affordable housing and building and investing in transit-accessible communities. They championed the bipartisan ROAD to Housing Act – legislation that would build more homes, bring housing costs down, and expand access to affordable housing – and secured billions of dollars for housing initiatives in the Fiscal Year 2026 budget. The senators have also delivered millions of dollars in federal support for the St. Paul’s area, including through the Department of Transportation’s Reconnecting Communities Pilot and BUILDS Programs; Housing and Urban Developments’ Choice Neighborhoods and Natural Disaster Resilience Programs ; the Environmental Protection Agency’s Brownfields Program ; and the Norfolk Coastal Storm Risk Management Project . In 2023, Sens. Warner and Kaine announced $10 million in federal funding for St. Paul’s Blue Greenway, a multipurpose park in St. Paul’s Redevelopment Project. ###
