Cleaver, Fletcher, Sanders, 111 Colleagues Demand Trump Stop Illegally Blocking Solar for All

October 26, 2026 Press Release (Kansas City, MO) – Today, U.S. Representatives Emanuel Cleaver, II (D-MO) and Lizzie Fletcher (D-TX) and U.S. Senator Bernie Sanders (I-VT) led 111 of their colleagues to demand that the Trump administration immediately restore the Solar for All program—a landmark initiative to help working-class families afford rooftop solar and community-based solar energy. In 2022, Democrats in Congress passed the Solar for All program into law to slash utility bills, promote clean energy job training, and invest in American manufacturing. The program will create tens of thousands of good-paying jobs, lower residential electricity bills by at least 20% for more than 900,000 households and save working families more than $8.7 billion in electric costs over the lifetime of the solar panels. The Trump administration has withheld $7 billion in Solar for All funding since August 2025. This past September, two federal district courts ruled that the administration’s attempts to terminate Solar for All are illegal, and ordered the Environmental Protection Agency (EPA) to restore funding for the program. Cleaver, Fletcher, and Sanders filed an amicus brief earlier this year supporting the case against the Trump administration. “Currently, nearly $7 billion that Congress allocated to slash utility bills, create jobs, and strengthen the electric grid is sitting idle in the EPA’s bank account instead of working to benefit American families,” the lawmakers wrote . “As hardworking Americans grapple with skyrocketing energy bills, Solar for All stands to deliver meaningful savings to hundreds of thousands of households.” “The EPA’s illegal termination of Solar for All has left states, communities, and businesses across the country in limbo. Nevertheless, the program’s grantees stand ready to put Solar for All dollars to work on residential solar projects to slash utility bills and create many thousands of good jobs,” the lawmakers concluded . “The EPA must immediately restore Solar for All and ensure projects nationwide proceed to implementation as Congress intended.” The letter is co-signed by the following lawmakers: Angela Alsobrooks (D-MD), Gabe Amo (D-RI), Yassamin Ansari (D-AZ), Becca Balint (D-VT), Nanette Diaz Barragán (D-CA), Wesley Bell (D-MO), Michael Bennet (D-CO), Everton Blair Jr. (D-GA), Richard Blumenthal (D-CT), Lisa Blunt Rochester (D-DE), Suzanne Bonamici (D-OR), Cory Booker (D-NJ), Shontel Brown (D-OH), Julia Brownley (D-CA), Janelle Bynum (D-OR), André Carson (D-IN), Troy Carter Sr. (D-LA), Greg Casar (D-TX), Sean Casten (D-IL), Kathy Castor (D-FL), Judy Chu (D-CA), Gilbert Ray Cisneros Jr. (D-CA), Yvette Clarke (D-NY), Jim Costa (D-CA), Joe Courtney (D-CT), Jasmine Crockett (D-TX), Madeleine Dean (D-PA), Diana DeGette (D-CO), Maxine Dexter (D-OR), Debbie Dingell (D-MI), Tammy Duckworth (D-IL), Richard Durbin (D-IL), Sarah Elfreth (D-MD), Dwight Evans (D-PA), Ruben Gallego (D-AZ), Robert Garcia (D-CA), Sylvia Garcia (D-TX), Kirsten Gillibrand (D-NY), Dan Goldman (D-NY), Al Green (D-TX), Adelita Grijalva (D-AZ), Martin Heinrich (D-NM), Pablo José Hernández (D-PR), John Hickenlooper (D-CO), Mazie Hirono (D-HI), Val Hoyle (D-OR), Jared Huffman (D-CA), Jonathan Jackson (D-IL), Sara Jacobs (D-CA), Pramila Jayapal (D-WA), Henry “Hank” Johnson Jr. (D-GA), William Keating (D-MA), Mark Kelly (D-AZ), Ro Khanna (D-CA), Andy Kim (D-NJ), Amy Klobuchar (D-MN), Raja Krishnamoorthi (D-IL), Greg Landsman (D-OH), Mike Levin (D-CA), Ted Lieu (D-CA), Zoe Lofgren (D-CA), Ben Ray Luján (D-NM), Stephen Lynch (D-MA), Edward Markey (D-MA), Sarah McBride (D-DE), Jennifer McClellan (D-VA), Betty McCollum (D-MN), Morgan McGarvey (D-KY), Christian Menefee (D-TX), Grace Meng (D-NY), Jeffrey Merkley (D-OR), Dave Min (D-CA), Seth Moulton (D-MA), Kevin Mullin (D-CA), Jerrold Nadler (D-NY), Alexandria Ocasio-Cortez (D-NY), Alex Padilla (D-CA), Brittany Pettersen (D-CO), Chellie Pingree (D-ME), Ayanna Pressley (D-MA), Jamie Raskin (D-MD), Jack Reed (D-RI), Luz Rivas (D-CA), Deborah Ross (D-NC), Andrea Salinas (D-OR), Mary Gay Scanlon (D-PA), Jan Schakowsky (D-IL), Adam Schiff (D-CA), Robert “Bobby” Scott (D-VA), Adam Smith (D-WA), Tina Smith (D-MN), Eric Sorensen (D-IL), Melanie Stansbury (D-NM), Greg Stanton (D-AZ), Haley Stevens (D-MI), Bennie Thompson (D-MS), Mike Thompson (D-CA), Dina Titus (D-NV), Rashida Tlaib (D-MI), Paul Tonko (D-NY), Ritchie Torres (D-NY), Chris Van Hollen (D-MD), Gabe Vasquez (D-NM), Marc Veasey (D-TX), Raphael Warnock (D-GA), Elizabeth Warren (D-MA), Debbie Wasserman Schultz (D-FL), Maxine Waters (D-CA), Peter Welch (D-VT), Frederica Wilson (D-FL), Ron Wyden (D-OR).
