Horsford Welcomes New Legislation Championing His TIPS Act

January 16, 2025 Press Release Bicameral Bipartisan Bill Draws Heavily from Original Horsford Bill WASHINGTON, DC – Congressman Steven Horsford (NV-04) today became an original Co-Sponsor of the No Tax on Tips Act, legislation that draws heavily on Horsford’s TIPS Act. The Congressman originally introduced the TIPS Act in the 118th Congress to remove income tax requirements for most tip earners and eliminate sub-minimum wages for tipped workers. Rep. Horsford will reintroduce the TIPS Act in the 119th Congress but welcomes that the No Tax on Tips Act includes major safeguards from his bill that will benefit hardworking Americans. “My constituents sent me to Washington to help them keep more of their hard-earned money and build a brighter future,” Rep. Horsford said . “That work must include eliminating the sub-minimum wage. “I will reintroduce my bill, the TIPS Act, in the coming weeks to do exactly that,” Horsford continued . “But I will not make the perfect the enemy of the good – the bipartisan and bicameral No Tax on Tips Act is a step in the right direction, even if I would prefer to step further. My bill would eliminate the sub-minimum wage just as Nevada has done, ensuring hard working Americans never earn poverty wages of $2.13 an hour. It also closes a loophole preventing wealthy parents from evading taxes on gifts to their relatives by claiming those gifts are tips. “While my bill is stronger, the No Tax on Tips Act is a second opportunity for us to eliminate the income tax requirement for most tipped workers and ensure that bad actors can’t use it in inappropriate ways.” More information on Congressman Horsford’s TIPS Act is available here .
