Senator César J. Blanco Announces $2.1 Billion in 2026 Unified
Transportation Program Funding for El Paso District
Austin, Texas- Today, Senator César J. Blanco announced that the Texas Transportation
Commission has approved the 2026 Unified Transportation Program (UTP), the state’s 10-year
infrastructure plan. As part of this cycle, the El Paso District has been awarded $150 million in
new funding to complete Phase 3 of the Borderland Expressway, the final phase of this project.
In total, the district is projected to receive $2.1 billion in funding.
Senator Blanco issued the following statement:
“Today’s announcement is a major win for El Paso. With $150 million dedicated to Phase 3 of
the Borderland Expressway, we are one step closer to building the infrastructure our growing
region needs. This project will relieve congestion, improve safety, and strengthen our role as a
critical hub for trade and commerce.
“This investment is the result of years of teamwork between our community, local leaders, and
the Texas Transportation Commission. I’m grateful to the Commissioners for visiting El Paso at
my invitation to see our transportation needs firsthand, which was key to securing this funding.”
