Liccardo: “We Are Treating This Housing Crisis Like It Is A Crisis”

December 3, 2025 Press Release Liccardo advances housing bills in committee hearing focused on removing roadblocks to building more homes WASHINGTON, DC — Today, the House Committee on Financial Services reviewed three bipartisan bills led by Congressman Sam Liccardo (CA-16) as part of its hearing, “Building Capacity: Reducing Governmental Roadblocks to Housing Supply.” The committee examined members’ proposals that could be incorporated into a broader bipartisan housing package. In his first year in Congress, Liccardo has introduced five bipartisan housing bills. The three highlighted today were: H.R. 4568 – Supporting Upgraded Property Projects and Lending for Yards (SUPPLY) Act: Expands access to financing for Accessory Dwelling Units (ADUs), also known as backyard cottages, granny flats, or in-law suites, to help address the national housing shortage. H.R. 4810 – Better Use of Intergovernmental and Local Development (BUILD) Housing Act : Eliminates procedural hurdles so communities can build affordable housing faster. H.R. 4660 – Unlocking Housing Supply Through Streamlined and Modernized Reviews Act : Streamlines environmental review processes for HUD-funded housing projects. Following today’s hearing, the Financial Services Committee will vote in the coming weeks on a housing package to bring to the House floor.
