Senator César J. Blanco Passes Bills to Improve
Housing Oversight in El Paso
Austin, Texas – The Texas Senate has passed Senate Bill 2605, authored by Senator César J.
Blanco, to create a five-member Asset Commission to manage the City of El Paso’s Housing
Opportunity Management Enterprise’s (HOME) asset portfolio.
From 2013 to 2022, HOME revitalized approximately 6,400 public housing units through new
construction and major renovations, increasing its financial stability and flexibility. SB 2605
ensures that as HOME continues to manage a growing portfolio, major sales or transfers of
public assets are reviewed and approved by a fiduciary board with financial expertise and
industry.
Senator Blanco issued the following statement:
“When public housing assets are sold or repurposed, the community deserves confidence that
those decisions are made with transparency, financial expertise, and the public’s best interest in
mind.
SB 2605 is about responsible stewardship of our affordable housing assets. By creating an Asset
Commission, we’re ensuring HOME’s growing portfolio is managed responsibly, so that
families who need affordable housing in El Paso continue to benefit for years to come.”
The bill now heads to the Texas House for consideration.
