Rep. Gluesenkamp Perez’s Proposal to Lower Energy Costs for Residents of Mobile Homes Signed into Law
<p><strong>WASHINGTON, D.C. —</strong> Today, <a href="http://gluesenkampperez.house.gov">Rep. Marie Gluesenkamp Perez (WA-03)</a> released a video recorded at the Vista Del Rio Mobile Home Community in Vancouver that outlines her legislation to help bring down energy costs for residents of manufactured homes.<br /><br />Her provision was included as part of the <em>2026 Energy, Water Development, and Related Agencies </em>funding bill (<a href="https://www.govinfo.gov/content/pkg/CRPT-119hrpt213/pdf/CRPT-119hrpt213.pdf">see pages 101 and 102</a>), which is now law.<br /><br />Specifically, it encourages the Department of Energy to prioritize grants available within the <a href="https://www.energy.gov/scep/wap/weatherization-assistance-program">Weatherization Assistance Program</a> for manufacturing housing skirting, awning, and other traditional means of energy efficiency.<br /><br />“<em>Federal energy policy has sort of gotten perverted to saying that you should have the highest, fanciest, shiniest new technology, where in a lot of parts of the country, we’ve known for a long time how to keep our energy prices low. So, one of the things I prioritized in Appropriations this year was making sure that things like a skirt on a mobile home or an awning are recognized as the incredible technology that they are, and a really powerful way to keep energy costs down for a homeowner,” </em><strong>said Rep. Gluesenkamp Perez in the video. </strong></p>

Gluesenkamp Perez <a href="https://gluesenkampperez.house.gov/posts/gluesenkamp-perez-meets-with-residents-of-vista-del-rio-mobile-home-community">met with residents of Vista Del Rio</a> in October of 2025 and previously <a href="https://gluesenkampperez.house.gov/posts/gluesenkamp-perez-introduces-bill-to-offer-credits-for-energy-cost-saving-improvements-to-manufactured-homes">introduced the <em>Lowering Energy Costs for Manufactured Homeowners Act</em></a>, which would create a tax credit for installing or updating energy-saving skirting.</p>
