WASHINGTON, D.C. – Today, Senator Andy Kim (D-N.J.), Ranking Member of the Homeland Security and Governmental Affairs Committee’s Subcommittee on Disaster Management, District of Columbia, and Census, addressed Americans’ top concerns about AI and the critical importance of balancing innovation with safety and security during a subcommittee hearing entitled, “ Rogue AI: Securing the Homeland Against AI Agent Attacks .” “We know that AI is moving incredibly fast. All of us in the Senate want to see us driving the innovation of the future,” said Senator Kim. “All of us want to see American businesses being able to be in the lead and pushing that forward. But the idea and the value of innovation and American technology pushing that frontier is not mutually exclusive with ensuring safety and security for the American people. Our job here is to make sure that we can have both happen.” Watch Senator Kim’s Opening Remarks and Questions The following witnesses testified at today’s hearing: Chris Painter, President of Model Evaluation and Threat Research (METR); Marius Hobbhahn, CEO of Apollo Research; Paul Ohm, Professor of Law at Georgetown University Law Center; Kurt Gaudette, Senior Vice President at Dragos; and Daniel Kokotajlo, Executive Director of AI Futures Project. The Senator made clear that Congress has a responsibility to get Americans’ answers about AI and take action to protect them from growing threats. He continued: “We can’t wait any longer before we really push deeper into this conversation here in the Capitol…I say that as someone who worked in national security before, ensuring that we have that accurate information of what we’re dealing with.” Earlier this week, Senators Kim, Mark Warner (D-VA), and Brian Schatz (D-HI) introduced sweeping legislation to establish enforceable safety and security standards for the most advanced artificial intelligence systems. The legislation builds on the Senator’s work to take control of this AI moment and make sure technology does not outpace safety and common sense. The Senator has also previously introduced legislation to safeguard American global competitiveness and national security, including the BLADE Act to deter malign foreign actors from stealing the proprietary capabilities of America’s frontier AI companies and the MATCH Act to modernize U.S. export controls. ###
