March 18, 2026 Press Release WASHINGTON —Today, U.S. Congressman Aaron Bean (FL-04) voted in favor of H.J. Res. 139, an amendment to the U.S. Constitution that would require a balanced federal budget and put an end to Washington’s chronic deficit spending. After voting in favor of the bill, Congressman Bean said , “If hardworking families are required to live within their means, then the federal government should do the same. But in Crazy Town, the instinct is always to spend more of the taxpayers’ money. That’s why I voted in favor of the balanced budget amendment modeled after states like Florida. It puts real guardrails in place to stop Crazy Town from prioritizing short-term spending over America’s long-term future.” BACKGROUND H.J. Res. 139 would permanently rein in out-of-control spending by limiting federal expenditures to the average annual revenue collected over the preceding three fiscal years, adjusted for inflation and population growth. The measure includes a narrow exception for times of national emergency or war, requiring approval by a two-thirds supermajority in both chambers of Congress. The bill failed 211-207. ###
