The Constitution is built on the foundation of American values. Individuals seeking citizenship must demonstrate basic knowledge of American history. Members of Congress should have to demonstrate the same, if not more, level of knowledge of the American Constitution and history. H.J.Res. 146 of the 119th Congress responds to this challenge by proposing a constitutional amendment that would allow Congress to require its Members to demonstrate a basic level of competence in American civics. The Congressional Civics Act of 2026 sets up the framework to carry out that amendment once ratified and includes interim steps to encourage greater constitutional literacy within Congress.
