Horsford Delivers FULL HOUSE Act to Protect Nevadans
September 16, 2026 Press Release Bipartisan committee action moves relief from unfair “phantom tax” closer to law WASHINGTON, D.C. – Congressman Steven Horsford (NV-04) today secured House Ways and Means Committee approval of his bipartisan FULL HOUSE Act to restore the full deduction for gambling losses, advancing relief for taxpayers and helping protect the Nevada jobs that depend on gaming and tourism. “At a time of economic uncertainty, my job is to protect Nevadans and their jobs,” said Rep. Horsford. “From dealers and housekeepers to restaurant workers and small business owners, families across our state depend on visitors choosing Nevada. This unfair tax puts their livelihoods at risk. That’s why I fought to advance my FULL HOUSE Act, and I won’t stop until we get this relief signed into law.” For decades, taxpayers could deduct 100 percent of their gambling losses against their winnings, up to the amount won. Last year’s “One Big Beautiful Bill” reduced that deduction to 90 percent, creating a “phantom tax” that can force people to pay taxes even when their losses equal their winnings. Following months of bipartisan negotiations, Horsford secured inclusion of his FULL HOUSE Act’s full repeal of that restriction in the tax package approved by the committee. “No one should pay taxes on money they never earned,” said Rep. Horsford. “This is about the workers supporting their families, the small businesses keeping their doors open, and the communities that make Nevada home. I stayed at the table because they deserve results.
