Moylan Presses Secretary Rubio on Guam Passport Office, Pacific Security, & Counter-Narcotics Cooperation During Foreign Affairs Hearing

Image June 5, 2026 Press Release (Washington D.C.) — Congressman James Moylan questioned Secretary of State Marco Rubio during a House Foreign Affairs Committee hearing, securing a promising update on his long-standing effort to establish a passport issuance office in Guam while also highlighting Guam’s strategic role in advancing U.S. security interests throughout the Indo- Pacific. During the hearing, Congressman Moylan revisited his ongoing advocacy to establish a passport issuance office on Guam, noting that Guam residents currently rely on Honolulu for passport issuance services—a process that can create significant challenges during emergencies and urgent travel situations. Secretary Rubio acknowledged the importance of the issue and indicated that the Department of State may have positive developments to announce soon. "We are working on trying to do it. We'd like to do it," Secretary Rubio said. "I think we may have news for you on that in a couple weeks if you could bare with us." Congressman Moylan has consistently advocated for expanding federal passport services in Guam to improve accessibility for residents and strengthen the island’s ability to respond to urgent travel and humanitarian situations. "The establishment of a passport issuance office on Guam would be a major step forward in improving federal services for our island and the broader region,” said Congressman Moylan. Congressman Moylan also highlighted the growing threat of narcotics trafficking throughout the Pacific and referenced his bipartisan CLEAN Pacific Act , introduced alongside Congressman Ed Case (D-HI), Congresswoman Aumua Amata Radewagen (R-AS), and Congresswoman Kimberlyn King-Hinds (R-CNMI).The legislation would establish a Pacific Islands Counternarcotics Initiative to strengthen regional cooperation and combat transnational criminal organizations. The discussion also focused on Guam's strategic importance to U.S. interests in the Indo-Pacific, regional security cooperation, and efforts to counter growing Chinese Communist Party (CCP) influence throughout the Pacific. Congressman Moylan remains committed to advancing policies that strengthen Guam's strategic role in the Indo-Pacific, improve access to federal services for island residents, and support a safer and more secure Pacific region.
