Pfluger Leads CTI Markup For Terror Threats, Transnational Repression Legislation

Today, Congressman August Pfluger (TX-11), Chairman of the House Committee on Homeland Security's Subcommittee on Counterterrorism and Intelligence , led the subcommittee's first markup of the 119th Congress to consider legislation to enhance the Department of Homeland Security's (DHS) coordination with all levels of law enforcement to bolster our national security and combat evolving threats from our adversaries. Ten pieces of legislation were considered today, of which two were Chairman Pfluger's - the Countering Transnational Repression Act and the Generative AI Terrorism Risk Assessment Act. Earlier this month, Chairman Pfluger introduced the Countering Transnational Repression Act of 2025 which would create a dedicated transnational repression office in DHS to ensure the federal government takes steps to recognize, assess, and counter threats from foreign authoritarian regimes or agents of foreign governments against American citizens or lawful permanent residents. Chairman Pfluger also introduced the “ Generative AI Terrorism Risk Assessment Act ” earlier this month, which would require the Department of Homeland Security (DHS) to conduct annual assessments on terrorist threats to the U.S. posed by terrorist organizations like ISIS and Al Qaeda, utilizing generative artificial intelligence (GenAI) applications for terroristic activity.
