Rep. Roy Introduces Bill to Ban Foreign Adversaries from Buying American Homes
May 19, 2026 Press Release Washington, D.C. – Today, Congressman Roy introduced The Ban Chinese Communist and Islamist Home Ownership Act , legislation which would ban foreign adversaries from buying American homes. “American homes belong to American families — not the Chinese Communist Party, foreign Islamists, or our geopolitical foes. While Americans struggle to afford housing, hostile regimes are buying up our land and neighborhoods. This bill slams the door on foreign adversaries owning American housing and forces them to sell what they already control. We’re putting America’s homes back in American hands,” said Rep. Roy . Background and Summary: Rep. Roy’s bill would ban all purchases of housing and require the divestment of all current housing ownership by covered adversarial foreign owners. The bill requires the divestment within two years and requires that the sold housing stock be sold to a U.S. citizen. The bill covers not only single-family homes, but all American housing stock, including apartments, co-ops, etc. Those covered foreign owners are: Foreign Countries of Concern and their citizens, Foreign Entities of Concern, designated foreign adversaries, designated state sponsors of terrorism, any agent or instrument of the previously designated, and corporations with ownership stakes by any of the previously listed persons or entities.
