Rep. Rose's Black Vulture Relief Act Clears Natural Resources Committee

July 18, 2025 Press Release WASHINGTON, DC— U.S. Representative John Rose (TN-06) is pleased to announce that his legislation, H.R. 2462 , the Black Vulture Relief Act, was advanced by the House Committee on Natural Resources this week. The bill allows livestock producers and their employees to take (capture, kill, disperse, or transport) black vultures without obtaining a permit if the vultures pose a threat to their livestock. Rep. Rose first introduced the bill in March 2023. He reintroduced the bill, which is being co-led by Rep. Darren Soto (D-FL), in April 2025. Rose release d the following statement: “ This is common sense ,” Rep. Rose said . “ Tennessee farmers should be able to protect their livestock without being hamstrung by a cumbersome, time-consuming, and costly permitting process. I want to thank the House Natural Resources Committee for advancing my bill, and I look forward to delivering real relief to our nation’s producers .” Background: The Black Vulture Relief Act joins a growing list of legislative wins secured so far by Congressman Rose in the 119th Congress. Last month, Rep. Rose’s Homebuyers Privacy Protection Act , which would improve the homebuying process for millions of Americans, passed the House of Representatives through a voice vote.
