Rep. Bera Legislation Strengthening U.S.-Japan-ROK Cooperation Passes House

WASHINGTON, D.C. — Today, the U.S. House of Representatives passed the bipartisan U.S.-Japan-ROK Trilateral Cooperation Act , legislation introduced by Representative Ami Bera, M.D. (CA-06) . H.R. 3429 establishes a formal inter-parliamentary dialogue among lawmakers from the United States, Japan, and the Republic of Korea (ROK) to advance cooperation on shared security, economic, technological, and public health priorities.
“Diplomacy is key to peace. The United States, Japan, and South Korea are stronger when we work together to advance our shared interests and confront common challenges,” said Representative Bera. “This legislation helps ensure trilateral cooperation endures for the long term by strengthening engagement between our legislatures and reaffirming America’s commitment to two of our closest allies in the Indo-Pacific.”
The U.S.-Japan-ROK Trilateral Cooperation Act reflects the commitments made at the August 2023 Camp David Trilateral Summit and underscores Congress’s role in turning those commitments into lasting policy and institutional cooperation.
The legislation codifies an annual inter-parliamentary dialogue among the United States Congress, Japan’s National Diet, and South Korea’s National Assembly. It creates a formal mechanism for lawmakers from all three countries to meet regularly and coordinate on issues including defense, economic security, public health, and emerging technologies. The bill also establishes a bipartisan and bicameral congressional delegation to participate in these discussions, helping ensure consistent and sustained congressional engagement.
Representative Bera has long worked to strengthen U.S. engagement in the Indo-Pacific and reinforce America’s role as a reliable ally. This legislation builds on his longstanding efforts to strengthen America’s alliances, counter economic coercion, and promote regional stability.
