Washington, D.C. – U.S. Representative Derek Tran (CA-45) and members of the California Congressional delegation conducted an unannounced oversight visit to Adelanto ICE Processing Center in Adelanto, California. Alongside Rep. Tran, members of the visiting delegation included Ranking Member of the House Oversight and Government Reform Committee, Representative Robert Garcia (CA-42), and Representatives Judy Chu (CA-28), Dave Min (CA-47), Norma Torres (CA-35), Sydney Kamlager-Dove (CA-37), and Luz Rivas (CA-29).  The group toured the facility, where they observed the conditions where detainees are being held. They were not permitted to speak directly with the detained individuals.
“Adelanto has a troubling history of denying detainees proper medical care, allowing unsafe conditions, and refusing to take responsibility for the harrowing deaths that have occurred in its facilities,” said Representative Tran. “We came here to carry out our constitutional responsibilities as Members of Congress: conduct oversight, enforce accountability, and protect our communities. As the son of Vietnamese refugees, this is personal to me — and it’s personal to the hardworking immigrants in my district, too. I will not rest until the Trump Administration answers for the deaths and mistreatment that have taken place at Adelanto, and across the country.”
Federal law guarantees Members of Congress access to Department of Homeland Security (DHS) detention facilities for oversight purposes.
Representative Tran previously visited Adelanto ICE Processing Center in June 2025, where he was denied entry, alongside Representatives Gil Cisneros (CA-31) and Judy Chu (CA-28). Days later, he joined Reps. Cisneros and Chu in a letter to then-Homeland Security Secretary Kristi Noem and then-Acting ICE Director Todd Lyons condemning the agencies for unlawfully denying them entry to the facility.
Representative Tran introduced the Private Detention and Corporate Accountability Act to hold privately owned detention centers that contract with Immigration and Customs Enforcement (ICE) accountable for wrongful deaths that occur in their facilities or under their care. This legislation would also apply to the Adelanto ICE Processing Center. Tran also co-led the ICE and CBP Constitutional Accountability Act to provide a path to justice for victims of ICE’s constitutional rights abuses.
Tran has voted against H.R. 7147, the Department of Homeland Security Appropriations Act of 2026, which provides more funding for ICE without requiring basic guardrails to keep U.S. citizens from being detained or deported. Tran has also cosponsored the following legislation to curtail ICE’s reckless behavior, increase transparency within ICE-related operations, and affirm the rights of immigrants that are detained by DHS:
