Resources / Press Share on Tlaib Introduces 26 Amendments to the National Defense Authorization Act (NDAA) Jun 30, 2026 Press WASHINGTON D.C. — Congresswoman Rashida Tlaib (MI-12) introduced a package of 26 amendments to the National Defense Authorization Act (NDAA). The amendments are intended to uphold human rights at home and abroad, protect our servicemembers, block U.S.-Israeli military integration and end U.S. participation in war crimes, stop the expansion of AI data centers, rein in ICE, and redirect war funding to invest in our communities, amongst many other priorities for Michigan’s 12th district. The amendments led by Congresswoman Tlaib include: Tlaib 158 – Reducing Nuclear-armed ICBMs: Strikes the bill’s ban on the reduction of the U.S.’s total number of nuclear-armed Intercontinental Ballistic Missiles (ICBMs). Tlaib 164 – Ban on Supporting Penal Slavery or Forced Labor: Prohibits the Department of Defense from acquiring products or services that support penal slavery or forced labor. Tlaib 167 – No Funds for War Crimes: Prohibits funds and security assistance to any government, armed group, or entity that has committed war crimes, including attacks on hospitals and medical personnel, UN facilities and personnel, refugee camps, aid workers, or journalists, as well as the crime of forcible transfer or impeding the delivery of humanitarian aid. Tlaib 168 – Stop Politicians Profiting from War Act: Bans Members of Congress from Owning and Trading Defense Stocks. Codifies Rep. Tlaib’s bill H.R.1756. Tlaib 171 – Daniel Ellsberg Press Freedom and Whistleblower Protection Act: Reforms the Espionage Act to prevent its use and abuse against whistleblowers, journalists, and the American public for exposing government corruption and wrongdoing. Codifies Rep. Tlaib’s bill H.R.7930. Tlaib 173 – Block U.S.-Israel Military Integration: Strikes section 219 (formerly known as section 224), the United States-Israel Defense Technology Cooperation Initiative, which would deeply integrate the U.S. and Israeli militaries and defense industries more than ever before. Rep. Tlaib also co-sponsored a similar amendment from Rep. Massie. Tlaib 174 – No AI Data Centers on Federal Lands: Prohibits the construction or operation of AI data centers on Federal lands, including land under the jurisdiction of the Department of Defense. Tlaib 177 – Blocking New U.S.-Abraham Accords Military Cooperation Initiative with Israel and Gulf States – Strikes Section 1707, which would establish the United States-Abraham Accords Defense Cooperation Initiative. This initiative would further increase military cooperation between the United States and the militaries of countries including the UAE (which is currently supporting genocide in Sudan), Bahrain, and Israel (which is currently committing genocide in Gaza). Tlaib 180 – Lifting Ban on Closing Guantánamo: Co-led with Rep. Delia Ramirez, strikes the extension of the ban on the closure or relinquishing control of the Guantánamo Bay detention facility and naval station. Tlaib 275 – No Immigration Detention at Guantánamo : Co-led with Rep. Delia Ramirez, prohibits funds for immigration detention at Guantánamo Bay naval station. Tlaib 284 – Ban on Military Participation in Deportation Flights: Prohibits the use of any Department of Defense personnel, aircraft, vehicle, or other property for the transportation of individuals for immigration enforcement purposes, including ICE removal flights. Tlaib 332 – Mandating Widespread Promotion of Servicemember Suicide Prevention and Crisis Line Awareness Materials: Requires the posting of Suicide Prevention and Crisis Line Promotional Materials across the facilities, websites, newsletters, and social media of military installations. (Cosponsored by Rep. Debbie Dingell). Tlaib 338 – Ban on Production, Use, and Export of White Phosphorus Munitions: Prohibits the use of funds for the production, filling, transfer, or use of white phosphorus munitions, which have been used by the Israeli government to commit war crimes in Palestine and Lebanon. Tlaib 537 – Ban on Security Assistance to El Salvador: Prohibits the use of funds for Section 333 Security Assistance to El Salvador, whose government is committing mass human rights violations. (Cosponsored by Rep. Chuy García and Rep. Nydia Velázquez). Tlaib 563 – Ban on Immigration Detention on DoD Property: Co-led with Rep. Delia Ramirez, Prohibits the detention of noncitizens at Department of Defense property for immigration enforcement purposes. Tlaib 806 – Servicemember Medical Debt Relief: Strengthens consumer protections for servicemembers with regards to medical debt incurred while serving, including by prohibiting the collection of such debt for two years and prohibiting such debt from ever appearing on a consumer report. Tlaib 838 – End National Guard Occupation of DC: Prohibits the authorization of any funds for deployments of the National Guard to the District of Columbia, except at the formal request
