Joyce Releases Statement on Lapse in Appropriations

<p><strong>WASHINGTON, D.C.&nbsp;–&nbsp;</strong>Today, Congressman Dave Joyce (OH-14)&nbsp;released the following statement in response to the lapse in appropriations and subsequent shutdown of most government activities and agencies. On September 19, 2025, Congressman Joyce voted in favor of H.R. 5371, the Continuing Appropriations and Extensions Act, 2026, which passed the House and is awaiting approval in the Senate. This bill, if enacted, would continue to fund the federal government&nbsp;through November 21, 2025, while longer-term negotiations continue.</p>

<p>“In early September, House Republicans passed a clean continuing resolution (CR) to provide Congress additional time to negotiate the twelve appropriations bills that have already passed the House committee, ensuring critical government operations continue without disruption. This measure was passed in the House to protect federal workers, maintain essential services, and give lawmakers the opportunity to address funding in a responsible, bipartisan manner over the next seven weeks. As Chairman of the House Appropriations Subcommittee on Financial Services and General Government, I consistently&nbsp;work to&nbsp;pass twelve appropriations bills, thereby funding the government. A&nbsp;government shutdown will only hurt our country.”</p>

<p>“Unfortunately, the funding deadline has passed,&nbsp;and Senate Democrats were unable to reach an agreement to approve this&nbsp;clean, short-term&nbsp;CR&nbsp;and send it to the President for signature, resulting in a government shutdown. This lapse in appropriations will&nbsp;leave our men and women in uniform&nbsp;without pay&nbsp;and disrupt&nbsp;certain&nbsp;critical government services for millions of Americans.&nbsp;It could also slow&nbsp;our country’s economic growth and incur additional taxpayer costs in the long run. It is time for Senate Democrats to&nbsp;come to an agreement to&nbsp;pass the CR, so that we may continue working on the twelve appropriations bills and restore regular order to the&nbsp;government funding process.”</p>
