Kiggans Votes to Establish Guardrails on Congressional Stock Trading to Ensure Transparency Among Elected Officials July 22, 2026 | Press Releases WASHINGTON, D.C. — Today, Congresswoman Jen Kiggans (VA-02) released the following statement after voting in support of H.R. 7008, the Stop Insider Trading Act , passed the House by a vote of 231 to 198. This bill would prohibit lawmakers from making new purchases of individual stocks while allowing them to purchase portfolios that are diversified. It also makes it mandatory for members to file a public notice 7-14 days prior to selling individual stocks. Kiggans is an original cosponsor of the Stop Insider Trading Act , introduced by Rep. Bryan Steil (WI-01). The Congresswoman has also previously introduced the Ending Trading and Holdings in Congressional Stocks (ETHICS) Act , which would establish even stronger regulations on Congressional stock trading and prohibit Members, their spouses, and their dependent children from owning or trading individual stocks, securities, commodities, or futures. Congresswoman Kiggans said, “As elected officials, we have a responsibility to uphold the trust the American people place in us. When it comes to stock trading in Congress, my position has always been clear: public service should never be an avenue to personal profit. The Stop Insider Trading Act increases transparency, strengthens accountability, and preserves the integrity of public office.
