Budd Announces Approval of $238+ Million in Helene Public Assistance Thanks to Secretary Mullin’s DHS Reforms

— U.S. Senator Ted Budd (R-N.C.) today announced that Secretary of Homeland Security Markwayne Mullin approved more than $238 million in Public Assistance (PA) grant program funding to reimburse localities for Hurricane Helene recovery projects in Western North Carolina.

During the incident period, Tropical Storm Helene generated strong winds, torrential rain, and flooding, resulting in severe damages to separate segments of Hillview Road. Damages include the asphalt pavement and the corrugated metal pipe (CMP) culvert under the road. In response to the event, the applicant will utilize contract services for architectural and engineering (A&E) design services, and repairs to restore the road back to its pre-disaster design, function, and capacity. Work to be completed includes the removal and replacement of concrete sidewalk, asphalt pavement, subbase, aggregate base course, and wing wall; removal of CMP culvert and replacing it with a box culvert; and the cleaning and reshaping of ditches. A hazard mitigation proposal (HMP) is included in this project to prevent future similar damages. Mitigation measures consist of installing class 2 riprap with geotextile filtration fabric to stabilize the inlet and outlet of the culvert. The geotextile fabric will be installed under the rip rap. In accordance with FEMA Public Assistance Program and Policy Guide (PAPPG) V4 June 2020, Chapter 8. Section IV and Appendix J. Section I.B., this mitigation measure does not exceed 100% of the eligible repair cost and is considered to be cost-effective. No insurance proceeds are included in this project. In response, the applicant utilized a mutual aid contract with the North Carolina Department of Transportation to place a temporary two-lane access road and bridge across the Broad River to connect the village of Chimney Rock to Chimney Rock State Park for emergency response, facilitate repairs of Chimney Rock State Park facilities, and to restore public access to the state park. The mutual aid agreement provided rip rap/shot rock, surge stone, aggregate base course (ABC), base stone, and washed and screened aggregate for stabilization and erosion control; asphalt concrete surface course utilized as the top layers of the temporary access road; propane for a tar kettle, grass seed, fertilizer, mulch, lumber, rod chairs for rebar, and bags of concrete; and the use of one (1) dump truck, one (1) truck, one (1) truck bed for medium duty trucks, and 1 hydro-seeder attachment, to assist in the construction of the temporary road and bridge. The emergency work represented in this project is neither insured nor insurable. Mitigation is not eligible for Category B projects. All work and validated costs were completed between the dates of 3/24/2025 and 6/30/2025. As a result, the applicant’s south maintenance shop building and 17 vehicles, were severely damaged. In response to the event, the town of Old Fort will utilize force account equipment (FAE) and contract services for repairs to restore the maintenance shop building back to its pre-disaster design, function, and capacity, and replacement of the vehicles. Work completed (WC) included the removal and replacement of a roll up garage door. Work to be completed (WTBC) includes the removal and replacement of building garage doors, interior and exterior doors, windows, drywall, flooring, CMU block walls, roofing material, corrugated metal underlining of roof, a fire hydrant, asphalt for parking lot, concrete for porch, and the clearing of silt and mud on concrete and sunken floor; and the replacement of 17 vehicles. A hazard mitigation proposal (HMP) is included in this project to prevent future similar damages. Mitigation measures consist of dry floodproofing and strengthening the building by replacing the CMU walls with high-strength concrete masonry unit (CMU) blocks, reinforcing the footings, concrete slab with dowels, reinforcing the load path of the CMU walls vertically and horizontally with rebars and anchoring with anchor bolts and mudsill anchors between walls and roof framing. Mitigation measures also include sealing the concrete floor and interior and exterior CMU walls with waterproof sealant, dry floodproofing the doors and roll-up doors with floodproof doors and flood barriers, and elevating HVAC system equipment. In accordance with FEMA Public Assistance Program and Policy Guide (PAPPG) V4 June 2020, Chapter 8. Section IV and Appendix J. Section VIII, these mitigation measures do not exceed 100% of the eligible repair costs and are considered to be cost-effective. Insurance proceeds reduction is included in this project. This award provides $2,165,929.38 in federal funding to the NC Department of Transportation for permanent repairs as a result of FEMA-DR-4827-NC (Tropical Storm Helene). This funding is authorized under Section 406 of the Robert T. Stafford Act.
During the incident period, Tropical Storm Helene made landfall generating strong winds, storm surge, and flooding, causing damage to roads throughout North Carolina. As a result, state route 2416 Warren Wilson Road bridge sustained catastrophic damage. This reinforced concrete deck girder bridge with reinforced concrete abutments and piers was critically damaged beyond repair. The NC Department of Transportation (NCDOT) engineers determined the bridge is irreparably damaged and will require replacement, making the “50% Rule” calculation unnecessary. In response to the event, the applicant will utilize contracts and/or force account resources for full replacement of the bridge, to restore it back to its pre-disaster function utilizing best construction practices, applicable codes and standards and NCDOT good engineering practices guidelines. Work to be completed will consist of designing and constructing a 1 each, 2 span (1 span @ 55’ and 1 span @ 75’) cored slab bridge with an out-to-out width of 33 feet at the same location, with work including right of way acquisition, mobilization, bridge design and construction such as end bents, foundations on steel piles, end bent caps, superstructures, bridge railing, pavement marking, and signage, as well as erosion and sediment control measures. No mitigation considerations are associated with this project at this time since resiliency will be achieved through current NCDOT codes & standards. No insurance proceeds are anticipated for this project. Property insurance coverage for roads, road rights of way, embankment erosion, bridges or culvert damage represented on this project are not insured or insurable. Total project costs are $2,406,588.20 (Contract) funded at a 90% federal cost share = $2,165,929.38, as required under the Federal Register Notice #6.

Property insurance coverage for roads, road rights of way, embankment erosion, bridges or culvert damage represented on this project are not insured or insurable. Total project costs are $2,062,402.67 (Contract) funded at a 90% federal cost share = $1,856,162.41, as required under the Federal Register Notice #6.
FEMA obligates funding for these projects directly to the State. It is the State’s responsibility to ensure that the eligible sub-recipients receive these awards. Following a brief notification process, these funds will be sent to the NC Department of Emergency Management for disbursement.
